Established facts

Many buildings in old cities have ground-floor windows sitting below street level.After the Great Fire of 1889, Seattle repaved its streets one story higher.The old ground floors remained in place and became the underground passages known as Seattle Underground.Chicago, in the 1850s and 60s, raised entire downtown buildings to solve a drainage problem.Engineer Ellis Chesbrough led that project.A semi-underground structure is also just a common design called an 'English basement.' Geology has never confirmed a global mud catastrophe.
